  Lance Morgan, Chairman
President, Ho-Chunk, Inc.

Lance Morgan is a member of the Winnebago Tribe of Nebraska and President of Ho-Chunk, Inc., the development corporation for the Winnebago Tribe. Ho-Chunk, Inc. has business interests ranging from home manufacturing, retail, distribution, construction, hotels, apartments, and Internet companies, including Indianz.com and AllNative.com.

Prior to working for Ho-Chunk, Inc., Mr. Morgan worked as a lawyer in the Indian Law Department of the law firm of Dorsey & Whitney. Lance served as an instructor for the Arizona State Law School and as economic advisor to the BIA. He is a board member of several corporate entities and does legal and consulting work on tribal economic development; he has spoken at over 30 national and regional conferences on various tribal economic development subjects.

Mr. Morgan has a law degree from Harvard University and a business degree in economics from the University of Nebraska, at Lincoln.

  Chris McNeil, Jr., Vice-Chairman
President and Chief Executive Officer
Sealaska Corporation

Chris E. McNeil, Jr., has served as the President and CEO of Sealaska Corporation since February 2001. Originally from Juneau, Mr. McNeil was Executive Vice President and General Counsel for Sealaska Corporation from 1985 to 1993, and served in other Sealaska corporate officer positions since 1978. In 1998 he was appointed to the Board of Directors of Sealaska Corporation where he served until 2000 when he was again named Executive Vice President and General Counsel.

He has served as Washington Representative and Counsel to the Mashantucket Pequot Tribal Nation (MPTN) in Connecticut and Special Counsel to the Alaska Federation of Natives.

Other positions Mr. McNeil has served in include Chairman of the Native American Rights Fund, Director of American Indian Program at Stanford University, Director of Goldbelt, Incorporated, Director of the American Indian National Bank, President of the Juneau Tlingit & Haida Community Council, Chairman of Tlingit & Haida Regional Housing Authority, and Second Vice President of the Tlingit & Haida Indians of Alaska.

Mr. McNeil earned a law degree from Stanford University, a master’s in political science from Yale University, and a BA in political science from Stanford University. He is a member of the Tlingit and Nisga’a Nations. Mr. McNeil and his wife Mary have two grown children.

More than 25 years experience in Government Service contracting holding executive and operational level positions with Alaska Native Corporations, Women and Minority Owned 8(a) business’ and large businesses. 12 Years with Chugach Alaska Corporation, named President/CEO May 2000, responsible for strategic plan implementation, new business development, diversification, and shareholder programs development.

Significant expertise in foreign and domestic Multi-function Base Operations Support (BOS) contracts for the Department of Defense and other Federal agencies. Responsibilities have included marketing, proposal development, negotiations, contract administration and operations. Successfully directed graduated 8(a) firms in competitive marketplace.

  Robin Danner, Director
President and Chief Executive Officer
Native Hawaiian Advancement

Robin Danner is native Hawaiian from the island of Kauai. She is the founding President and CEO of the Council for Native Hawaiian Advancement (CNHA), a non-profit dedicated to supporting Native Hawaiian communities and the organizations that serve them. Robin was raised on the Navajo, Hopi and Apache reservations of Arizona and lived 25 years among the Inupiat Eskimo of Alaska.

Robin has extensive management experience in the not-for-profit, business and government sectors, including 13 years as Vice President of the National Bank of Alaska; three years as Executive Director of an Indian Housing Authority that served 8 federally recognized tribal governments; and three years as the Director of Housing for one of the largest municipal governments in Alaska. She is the Vice Chairman of the State Council of Hawaiian Homestead Associations, a Director on the Board of the Inter-Tribal Economic Alliance, a member of the Waianae Hawaiian Civic Club, serves on the Hawaii Advisory Committee of the Human Rights Commission, and oversees the operation of the Native Hawaiian Economic Alliance. She has received the Alaska Governor’s Volunteer of the Year Award and the Small Business Minority Business Advocate of the Year from the state of Hawaii. Her expertise is in public and private administration, business and community development with a specialized focus on rural and Native American populations.

The Council for Native Hawaiian Advancement employs 34 Native Hawaiians and operates a public policy center on Native Hawaiian issues, conducts resource development and organizational capacity training, a homeownership call center and owns and operates an information technology company in partnership with 11 Indian Tribes and Alaska Native firms. Robin is married with four children and lives on Hawaiian Home Lands in Hawaii.

  Allen Hines, Director
Director, Applied Geo Technologies, Inc.

Allen Hines joined Applied Geo Technologies, Inc. (AGT) as President in July 2002 to help the Mississippi Band of Choctaw Indians start-up its first high-tech business operation. In this capacity, he oversees all aspects of the company including corporate direction, business development, strategic alliances, and operations. Allen’s more than 19 years experience in government contracting has been marked by service as a senior staff member for several high-profile companies including Booz-Allen & Hamilton, Inc., LAND INFO International, LLC and ISSI Consulting Group, Inc.

Today, AGT is the premier tribally-owned provider of Operational Services and Advanced Manufacturing solutions in the nation. AGT has over 300 employees with 10 locations. AGT continues to produce award-winning results for its customers. In January 2007, AGT was noted as one of the Best Places to Work in Mississippi for the second year in a row. In 2005, AGT was ranked #100 in the Mississippi Business Journal’s largest privately owned companies. Also, in 2005, Allen was named by the U.S. Small Business Administration as the Minority Business Person of the Year in Mississippi and in Region IV which includes the states of Tennessee, Alabama, Florida, Georgia, South Carolina and North Carolina.

Mr. Hines currently serves on the Board of Advisors for the Boys and Girls Club of the Mississippi Band of Choctaw Indians. He is also actively involved in Habitat for Humanity and the Philadelphia Rotary Club. Allen has a Master’s Degree in Economic Development from the University of Southern Mississippi and a Bachelor’s Degree in Liberal Studies from Salisbury University. He lives with his family Summer and Sadie in Philadelphia, Mississippi.

  Jeffrey T. Hueners, Director
Chief Operating Officer & Director of Federal Programs
Chenega Corporation

Jeff Hueners is the Chief Operating Officer and Director of Federal Programs for Chenega Corporation, where he provides executive leadership and strategic guidance for all of Chenega Corporation’s business enterprise. Mr. Hueners is responsible for and supervises all aspects of the company’s operating businesses including executive management, strategic planning, business development and marketing, joint venture and teaming arrangement assessments, 8(a) development, operational management, and acquisition of new work. To date, under his guidance, Chenega Corporation has won over $2.7 billion in new business over the past three years.

Mr. Hueners began his professional career in 1980 and has now been involved in the federal contracting business for twenty-five years. Prior to joining Chenega, he was Executive Vice President of Piquniq Management Corporation where he built the company to a $100 million year federal contracting enterprise. During his career, Mr. Hueners has been directly responsible for starting and providing management oversight to fifteen successful Alaska Native-owned businesses including firms that provide core services in information technology, environmental management, light manufacturing, base operations, security, telecommunications, Intel & military operations, engineering, equipment-leasing, and construction.

Mr. Hueners graduated with honors from the University of Oregon with a Bachelors of Arts degree in Finance with a minor in Accounting in 1980. He is currently a trustee for the National Defense Industrial Association, and an active member in Contract Services Association and the Anchorage Chamber of Commerce. He currently holds a Top Secret Clearance and is involved in the management of several social betterment organizations in Anchorage including Lutheran Social Services and the YMCA.

  Dusty Kaser, Director
Retired CEO of Alutiiq,
Business Consultant, Alutiiq, LLC

Mr. Dusty Kaser, working closely with the Afognak Native Corporation (ANC) Board of Directors, established Alutiiq, LLC and the Alutiiq family of companies (Alutiiq) in early 2000 and served as its President and CEO until his semi-retirement in early 2007.  Today Mr. Kaser continues to work for ANC and its wholly owned Alutiiq subsidiaries as a business consultant, focusing on evaluating new business development opportunities, creating and fostering strategic partnerships, and educating policy makers on the importance of the 8(a) program for disadvantaged Native communities.  Mr. Kaser led the operational merging of Alutiiq with its parent, ANC, after he assumed the position of ANC president in early 2006. He provided the leadership for strategic planning, business development and operational management of both ANC and Alutiiq during this time.

Mr. Kaser was the CEO of Alutiiq since its inception in early 2000. Alutiiq has set the pace for Alaska Native corporation government contractor growth with local, national, and international contracts. Alutiiq, LLC was organized as the holding company for operating subsidiaries utilizing the preferences provided through the Small Business Administration’s 8(a) Business Development Program. Alutiiq has a proven record of successful contract performance across multiple industries providing services to the federal government in the areas of physical and electronic security, construction, logistics, operations & maintenance, and information technology. The Alutiiq companies employ over 4000 professionals in these competencies, with operations in all 50 states and 4 countries.

Mr. Kaser also served as vice president, then president of Chugach Alaska Corporation for nearly eight years prior to joining ANC. Chugach was in bankruptcy when he took on the challenge of turning it around. He was instrumental in building it into one of the largest and most successful Alaska Native corporations.

Mr. Kaser holds a degree in nuclear engineering from Oregon State University and is a registered professional engineer in Washington and Alaska. He also attended Portland State University, Civil Engineering.

  Kip Ritchie, Director
Senior Vice President,
Potawatomi Business Development Corporation

Mr. Ritchie is a member of the Forest County Potawatomi Tribe and Senior Vice President for the Potawatomi Business Development Corporation. Mr. Ritchie holds a bachelor’s degree in Communications from the University of Wisconsin. He serves as the Advisory Board Chair for the Forest County Potawatomi Community Foundation Advisory Board and also serves on the Native American Finance Conference Board of Directors.

  Helvi K. Sandvik, Director
President, NANA Development Corporation

Helvi Sandvik is the President of NANA Development Corporation. NANA Development Corporation, an Alaska Native owned company, is involved in over 40 subsidiaries or partnerships that serve clientele in a variety of sectors, including government contracting, professional and management services, oil development, mining, hospitality, and tourism.

Sandvik came to NANA in 1995 after twelve years with the State of Alaska Department of Transportation and Public Facilities where her career took her from Transportation Planner to Director of Statewide Aviation and finally to the position of Deputy Commissioner.

Sandvik is originally from the village of Kiana in the NANA region. She received her Bachelor’s Degree in Economics from Kalamazoo College in Michigan and a Masters Degree in Business Administration from the University of Alaska Fairbanks.

  Alma Upicksoun, Director
Arctic Slope Regional Corporation

Ms. Upicksoun, an ASRC shareholder, served as Vice President General Counsel of ASRC from January 2000 to September 2007. She served as Assistant House Counsel at ASRC from 1994 to 1999. Previously, she was a tribal law specialist in Nome, a research attorney with the Native American Rights Fund and visiting professor of Alaska Native Studies at the University of Alaska Fairbanks.

Ms. Upicksoun earned her juris doctor from Cornell Law School, Ithaca, New York, and her Bachelor of Science in political science and English at Willamette University in Salem, Oregon. Ms. Upicksoun received her Masters in Business Administration degree from the University of Washington.

Ms. Upicksoun is a member of the American Bar Association and Alaska Bar Association. She is Chairperson of Cully Corporation of Pt. Lay, and serves as director of the Alaska Native Heritage Center, and serves on the Alaska Federation of Natives, Inc. Legislative Committee. She is a former director of Nature Conservancy and continues to serve on TNC Arctic Working Group.
